Percy D Miller Water Treatment is a water treatment plant located in Middletown, VA, owned and operated by the City of Winchester. It pulls water from the North Fork of the Shenandoah River, treats it, and supplies it to approximately 11,000 accounts through a water distribution system spanning over 125 miles of pipeline. With the capacity to provide up to 10 million gallons of water per day, it is one of the oldest water distribution systems in Virginia.
