Debbie Howell Cosmetics is a subsidiary Company founded and trademarked by Deborah Howell of Debbie's School Beauty Culture . Debbie Howell Cosmetics was created due to the dire need for black cosmetics . Black women had no source of cosmetics for darker skin tones. Deborah saw the need and devised the Cosmetic Brand .
