The Heat And Warmth Fund THAW is an independent non-profit agency that provides low-income individuals and families with emergency energy assistance and advocates for long-term solutions to energy issues. Charity Navigator has rated THAW a FOUR STAR charity ( the highest rating available ) for six years in a row. This means that THAW "exceeds industry standards and outperforms most charities." Last year only 8 percent of THAW's budget was spent on administrative and fundraising costs, while 92 percent of every dollar THAW received directly helped those in need.
