Parks & Recreation District #3 The Parks and Recreation District #3 ( PARDS ) is located in Denham Springs, Louisiana. PARDS was created by the Livingston Parish Council in 1973 as a separate distinct body whose purpose is to develop, maintain and operate public park recreational facilities for all the people of Old Ward 2. This is a great place to walk and play tennis. They even have a full gym and a water park now! I like walking around the pond circuit walk ways. The only downside is that some people have no...
