About ELCA Urban Outreach Center In existence since February of 1997, the ELCA Urban Outreach Center is an outreach of eight Evangelical Lutheran Congregations of America ( ELCA ) Churches in Kenosha and is endorsed by the Greater Milwaukee Synod. Many other churches in Kenosha County also support the Center.
