Since 1974, the Union of Pan Asian Communities has been the primary provider of human care services to San Diego s Asian and Pacific Islander communities. The UPAC staff represents more than thirty-one different cultures, languages and dialects. It serves more than 17,800 people annually and has the unique ability to unite diverse cultures and different generations into a community. UPAC s mission is to improve the general well-being and education of the Asian, Pacific Islander and other ethnic communities of San Diego County.
